The Northern Harrier is a ground-nesting, lowflying hawk with a distinctive "owly" face, and it's a permanent resident in Kansas. Powers sees them often. The male is snowy white underneath with "inky" black wingtips. This scene is very like one Powers saw last spring near where she lives, but she only has memories - no photo.
